Three Wheeled Electric Vehicles in the US

Question:
My company manufactures a clean car in Europe and we are willing to start business in the US. I have 3 questions: (1) Are there grants available to implement car mini factories throughout the country? How do we get those? (2) How to get a 3 wheels car authorized on the US market and how long does it take? (3) We were thinking eventually to start a non profit to raise awareness about the car. If we raise enough money this way, is a non-profit allowed to own and run a profitable plant?
